The problem is that BF was Combat's only "reliable" AoE. FoK and CT just do pitiful numbers for Combat.

Enhancement Shaman are having troubles in pvp. Two silences chained together or a stun into a silence negates our abilities.
We think Enhance is in a good place in PvP, and the new patch brings some stun and silence nerfs as well. (
