Legendary Cloak Proc Changes
There were a few changes to the legendary cloak procs:

  • Fan of Knives damage and AP scaling increased by 25%.
  • Sinister Strike now does 672 damage in addition to 240% of your normal weapon damage, up from 422 damage in addition to 190% of your normal weapon damage.

Assassination
  • Dispatch now does 645% weapon damage plus 5,, up from 460% weapon damage plus 2,576.
  • Mutilate now does 280% weapon damage plus an additional 874 with each weapon, up from 200% and 446 with each weapon.

Combat
  • Revealing Strike now does 160% weapon damage, up from 125%.
  • Vitality now increases your Attack Power by 35%, up from 30%.

Subtlety
  • Backstab now does 380% weapon damage plus 1,744, up from 315% weapon damage plus 1,206.
  • Sanguinary Vein now grants 25% additional damage, up from 20%.

Shaman (Forums, Talent Calculator)
  • Stormblast now does 380% weapon damage, down from 450%.
  • Stormstrike now does 380% weapon damage, down from 450%.

Talents
  • Conductivity now grants 2 sec to Healing Rain's duration, down from 3 sec. This cannot cause Healing Rain to last longer than 40 sec.

  • Gripping Despair Inflicts 30,000 Shadow damage every 1 sec for 15 10 sec. Stacks. Melee range. Instant.
  • Hellscream's Warsong Hellscream's Warsong inspires his allies, increasing Physical damage dealt by 200% and increasing health by 200% 150% and increasing health by 150%. Unlimited range. 1.5 sec cast.

  • Matter Scramble Highlights several locations on the ground which will scramble the locations of players standing inside them.     Uh. WHAT with Shooting Stars? K then.

    So basically, we go from Middle of the pack (More like lower middle) at the end of 5.3 to Bottom of the pack the second 5.4 hits until we get our 4p and move back up to lower middle. I'm trying really hard to stay with boomkin, but It's becoming increasingly hard to not just reroll to something that is consistent from patch to patch.

    You're only looking at the pvp ramifications. The nerfs are actually quite acceptable there, I agree, but in pve they're not entirely justified. Shamans are in a good place in pve and I question what this could do to them. Particularly after Ghostcrawler just said that he thinks we're in a "good place".

    The Fire Mage nerf isn't as bad as I know a lot of us were expecting, but still - a LOT of our damage rests on Combustion. A bad one can drop you three or four places on the damage meter, against comparable players.

    Ooh overly tetchy response there. But seeing as I used to play as one when they were the underdogs (so from TBC to pre ToT MoP) their weaknesses have not changed (easily kited, locked down, most powerful buffs still tied to 5hp sticks in the ground) and being exceptional 15 seconds every 3 minutes... problem possibly in that. I was an advocate of toning down Ascendency's power and giving it a lower cooldown.

    And in PvE, yeah that's a large amount of their power lopped off.
