Why did Blizzard post this before making WoD preorder available?

They didn't post it, the video is unlisted on youtube which means it's not supposed to be seen by the general public yet but someone uncovered it on the WoW youtube channel and he posted it so everyone can see it. Officially blizzard didn't release it.

It's a fucking mini ass trailer. It hardly had any design consequences.

Nope. They've said it a bunch of times lately. They said it in response to redesigning Silvermoon, sub races for remodel, and racial looking garrisons lately. The reason you see so many users openly mocking them constantly about it isn't just make believe, it's based on Blizzard comments and people getting sick of them using that excuse. I enjoy the mockery, I chuckle to myself every time I see it.

Yep, first thing new people will do after getting to 90 will be raiding.

Never heard of an informal requirement? A cloak isn't required to enter the dungeon, but no group will take you without a cloak.

Now just imagine how the pre-patch trailers are going to look now.

The Video is not listed, so you can only watch it if someone provides you the direct link to it. im pretty sure that blizzard will make the vid available on the channel for everyone to see and open up the pre orders. i hope this happens tomorrow but could also happen in the next week, or even in the next two weeks.
