Hey all. As with each major patch that significantly changes class spells and abilities, we review tuning based on live data once it’s live, to look for any tuning issues that may have arisen. Based on that, we’re planning to make the following changes during the next weekly restarts in each region. We’ll continue to pay close attention to each spec’s performance as players progress through the Nighthold, and are ready to make further adjustments as necessary.

Classes

Mage (Forums / Skills / Talent Calculator / Artifact Calculator / PvP Talent Calculator)

Warlock (Forums / Skills / Talent Calculator / Artifact Calculator / PvP Talent Calculator)
  • Affliction
    • Agony now has its full chance to generate a Soul Shard on Soul Effigy (up from a 55% of normal chance).
    • Malefic Grasp now increases the damage of damage over time effects by 70% (down from 80%).
  • Demonology
    • Shadowbolt damage increased by 42%.
    • Demonbolt damage increased by 42%, but its damage is now increased by 10% per active demon (down from 18%).

Death Knight (Forums / Skills / Talent Calculator / Artifact Calculator / PvP Talent Calculator)
  • Blood

Hunter (Forums / Skills / Talent Calculator / Artifact Calculator / PvP Talent Calculator)
  • Beast Mastery
  • Marksmanship
    • Aimed Shot, Arcane Shot, Barrage, Black Arrow, Bursting Shot, Marked Shot, Multi-shot, Murder of Crows, Piercing Shot, Sidewinders, Volley, and Windburst damage increased by 8%.
  • Survival
    • Carve, Flanking Strike, Explosive Trap direct damage, Flanking Strike, Mongoose Bite, Raptor Strike damage increased by 7%.
    • Explosive Trap damage over time, Lacerate, and Serpent Sting damage increased by 12%.
    • Caltrops damage reduced by 10%.

Priest (Forums / Skills / Talent Calculator / Artifact Calculator / PvP Talent Calculator)
  • Discipline
    • Trinkets that deal single-target damage now deal 45% of normal damage (up from 40%).
    • Trinkets that deal multi-target damage now deal 35% of normal damage (up from 25%).
  • Shadow
    • Mind Blast, Mind Flay, Shadow Crash, Shadow Word: Death, Shadow Word: Void, Shadowy Apparition, Void Bolt, Void Torrent, and Void Eruption damage reduced by 4%.
    • Shadow Word: Pain damage reduced by 11%.
    • Vampiric Touch damage reduced by 14%.

Shaman (Forums / Skills / Talent Calculator / Artifact Calculator / PvP Talent Calculator)
  • Elemental
  • Enhancement
    • Crash Lightning, Flametongue, Lava Lash, Lightning Bolt, Lightning Shield, Rockbiter, Stormstrike, Windfury, and Windsong damage increased by 4%.
    • Hailstorm damage increased by 29%.
    • Boulderfist damage increased by 15%.
    • Fury of Air damage reduced by 12%.
    • Doom Vortex damage increased by 33%.

Warrior (Forums / Skills / Talent Calculator / Artifact Calculator / PvP Talent Calculator)
  • Protection
    • Charge, Devastate, Devastator, Heroic Throw, Ravager, Shield Slam, Victory Rush, and Deep Wounds damage reduced by 5%.
    • Revenge and Thunder Clap damage reduced by 14%.

Paladin (Forums / Skills / Talent Calculator / Artifact Calculator / PvP Talent Calculator)

Rogue (Forums / Skills / Talent Calculator / Artifact Calculator / PvP Talent Calculator)
  • Assassination

Demon Hunter (Forums / Skills / Talent Calculator / Artifact Calculator / PvP Talent Calculator)
  • Havoc
    • Annihilation, Blade Dance, Chaos Nova, Chaos Strike, Death Sweep, Demon Blades, Demon’s Bite, Eye Beam, Fel Barrage, Fel Eruption, Fel Rush, Fury of the Illidari, Metamorphosis, and Throw Glaive damage reduced by 2%.
    • Fel Mastery now grants 30 Fury (up from 25).
    • Chaos Blades now increases autoattack damage by 150% (down from 200%).

Monk (Forums / Skills / Talent Calculator / Artifact Calculator / PvP Talent Calculator)
  • Windwalker

Legendary Items

Additionally, we’re planning to make some general changes to PvP balance, with the intent of lowering overall damage from a few overperforming specs and talents. Those exact changes have not yet been finalized, but we’ll share them as soon as we are able.

Brawler’s Guild
  • Strange Thing is now immune to knockback.
  • Fixed a bug preventing the Thwack U encounter from ending properly.

Dungeons and Raids
  • The Sunwell
    • Burn cannot be taken outside of the instance.

Items
  • Using the reusable shoulder enchant, Boon of the Nether, should cause the item it is used on to become Soulbound.
  • The Ensemble: Tyrannical Gladiator's Ringmail Armor should now grant Horde Shaman the correct appearances.

Player versus Player
  • Demon Hunter (Forums / Skills / Talent Calculator / Artifact Calculator / PvP Talent Calculator)
    • Mana Break now deals 5% of the target's health in damage base, up to 25% if they have 0% remaining mana.
    • First Blood's additional damage in PvP situations has been reduced to 100% additional damage (was 200%).
    • Fury of the Illidari deals 30% less damage in PvP situations. This also reduces the amount of damage that Rage of the Illidari will deal to targets.
    • The additional auto-attack damage of Chaos Blades in PvP situations has been reduced to 150% additional damage (was 200%).

Professions
  • Enchanting
    • All three ranks of Mark of the Trained Soldier should now be categorized together.

Legendary Item Sources
Just to confirm, this is intended and not a bug. Blingtron 6000's gift packages do have a chance of containing a legendary. He's a nice guy like that! (well, sometimes, at least.)

Does fishing? it's quite a popular post on reddit, seems the SS is fake, but can you confirm?
Can confirm that we believe the screenshot is indeed fake. After checking, there aren't any fishing pools that award Legendaries so if this player truly did get a Legendary, it's a bug. (Blue Tracker / Official Forums)

We have that capability, but the effort required (mostly in terms of translation) makes it not worth it in most cases. (Celestalon)
The process of translating the English text into 13(?) other languages still has very high overhead. (Celestalon)
Translation is something that's most efficiently done in bulk (patches), not one-off little translations (hotfixes). (Celestalon)

    As an affliction warlock, my disdain for the devs grows by the minute. Way to make SE more attractive to use and also mandatory again over SC. Also, thanks for the nerfs! Much hate from me to you for yet again jacking over my favorite warlock spec. /hate hate hate after finally giving us a bone, only to snatch it back again!

    Warriors still overpowered and Survival will never do damage, they are worse than frost dks over the last 4 expansions. What is with their scaling - needing major buff every single patch.

    How can Blizzard be SO BAD at balancing that they have to buff something by almost 50% only 4 days after the release of a patch?! HOW?

    I hope they will buff smth about sub rogue, cause its gargabe after nerfs.. compare to assa for example.

    I saw these Prot nerf coming. Honestly, playing my Prot warrior in this patch makes me feel like a god, in both PvE and PvP. It's quite fun, I'll take advantage of it till next Tuesday for sure!

    Months of PTR testing and complaints about Hunter changes wasn't enough for them. They had to "see results" for a week of raiding to realize they fucked hunters too hard? Gee whiz thanks. Probably won't be enough to be anywhere near top but whatever.

    So we rly got some enhancement buffs, yay . Still sad that I can´t take BF and WS at once, but meh, guess you can´t have everything at once . Doom Vortex Buff made me laugh quiet a lot, I appreciate that humor, good job!

    Edit: After looking at the numbers, it looks like our best build stays the same and gives us a 2% dmg increase in ST. Guess only time will tell if thats enough for a class that "specializes" in ST.

    Well, he's right. Or you gonna tell me we do great in AoE and cleave? We do specialize in ST, even if it's not that strong as well. Enhanc damage should be way higher for how much we lack in aoe/cleave, but then again, there are other specs in need of some crazy buffs as well.

    Blizz proving again how incompetent they are at balancing and how they have NO IDEA about their game aspects.
