As we mentioned before, the next PTR build will have a fairly substantial number of new class changes. We wanted to provide some insight into our goals and strategy with these changes, particularly for the specs that have seen the most change. Note that one of our overarching goals with Patch 7.1.5 is to increase talent diversity by making some of the less popular talents more attractive, which may open up new styles of play and new ways to approach different situations for all specializations, not just those we've listed here.
Hunter (Forums / Skills / Talent Calculator / Artifact Calculator / PvP Talent Calculator) Survival Hunter:
Survival's most notable addition is some new gameplay for traps. As all Hunters will once again have traps in 7.1.5, we want to make sure that Survival still feels like the master of traps. In particular, we want to restore the concept of baiting enemies into traps, as opposed to merely dropping them at their feet for an immediate effect. A new Survival passive will grant all your traps an added effect if an enemy is led into the trap after it is placed, encouraging you to anticipate the movement of an enemy, or coordinate with your tank in group content. Talents further enhance this, allowing you to increase the bonus in situations where you can reliably make use of it, or to use a new effect on Steel Trap to singlehandedly eliminate enemies who walk into it of their own accord.
We agree with players that Marksmanship currently relies far too much on Patient Sniper not only to do good damage, but also to make the rotation feel fun and rewarding. As such, we’re changing baseline Vulnerability to essentially bake in Patient Sniper, and adding a new Patient Sniper talent in its place. We are also adjusting some talents to allow for more diversity within talent rows and reflect the change to the base rotation. In particular, the Level 100 row: while Sidewinders was commonly used in all situations for its effects on the rotation, we’d rather the base rotation felt fluid on its own, and Sidewinders was a talent focused on the wide-area cleave that is its most clear purpose. Among other changes to help with this, Marked Shot no longer requires the targets to have Vulnerable to do strong damage, so builds without Sidewinders will be able to use it more effectively.

Arcane is receiving several significant talent changes, to increase talent diversity and move away from some of the more problematic gameplay centered around Quickening. In addition to a new Arcane-specific shield to replace Ice Barrier, there are few utility updates not yet on the PTR: Presence of Mind will be baseline for all Arcane Mages, and a new talent will be added that allows Arcane Missiles to be channeled while moving.
While Fire was mostly in a good place, we’re looking at two related issues in 7.1.5; the degree to which critical strike dominates other stats, and the overly high amount of damage concentrated into Combustion. Focusing on critical strike’s very strong contribution to the damage of Combustion, as well as that of Pyretic Incantation, addresses both of these. We'll be adjusting the damage of Fire’s core spells to leave its total damage similar to what it was before these changes. We're also giving Fire its own element-themed shield, as with Arcane.

Shadow’s overall pacing is being adjusted so that the highest peak is at the end of Voidform, rather than just before the start of the next one. As a part of this, Lingering Insanity is removed, but overall Insanity generation (and therefore Voidform uptime) is increased. Additionally, Mind Sear is replaced with a new passive effect that allows Mind Flay to fulfill the same purpose. Shadow already has significant multi-target gameplay from the desire to maintain two damage-over-time effects on each target (a process which being is made smoother by allowing Void Bolt to extend DoTs on multiple targets at once). Finally, we are continuing to tweak the Insanity decay rate in Voidform, and the strength of Surrender to Madness, to better balance the Level 100 row. We want to preserve the purpose and strengths of Surrender to Madness for players who enjoy it, without it being quite so ubiquitous as it is currently.
Warrior (Forums / Skills / Talent Calculator / Artifact Calculator / PvP Talent Calculator) Protection Warrior:
While Protection’s performance is still solid, we want to provide Revenge a clearer role in the live rotation, and eliminate the need for an off-GCD ability (Focused Rage) to deal damage. To address both of these problems, Revenge is made into a higher-damage ability, which is used rotationally with its usual activation proc, but can also be used outside of that proc by spending Rage. This eliminates the need for Focused Rage. Thunder Clap will fill the role of a second Rage generator, and be used regularly while tanking. Also of note is a new talent that allows you to adopt a more open playstyle if you prefer, by making your auto attacks trigger Devastates automatically, rather than fitting it into open spaces in your rotation.

We’ve just added Mythic Keystone Leaderboards to the World of Warcraft site. You’ll be able to see who has the best time by Mythic Level each week and sort by realm and dungeon. You’ll also be able to view that week’s modifiers.

The Bonus Events system consists of a rotating schedule of different activities, currently scheduled to run each week beginning on Tuesdays. The in-game calendar can serve as your one-stop reference for the event schedule. Legendary Item Bad Luck Protection
Yes, bad luck protection does exist.
When it comes to most targettable loot from a boss (gear/mounts/pets etc.) those drops have a fixed drop chance. If "Boots of Unending Awesomeness" have a 33% chance of dropping, that chance will always be 33% regardless of how many loot-eligible times you kill that boss.
Legendaries on the other hand, if you are running Legendary-eligible content and don't get a Legendary, then your chance of getting one with increase over time. The more content you do without getting a Legendary, the higher your chance will become.
Let's say you have 3-sided die. If you roll the number 3, you get the item.
In the case of the "Boots of Unending Awesomeness," you could roll the die 20 times and never get a 3. Your chance of getting a 3 on your next roll is still 33%, as all rolls are considered unique and do not take previous rolls into account; the die cares not for the fact that you've yet to roll a 3.*
(*note that this refers to the items that drop directly from the boss and not the system of winning items via bonus loot, which has its own logic.)
In the case of Legendaries, you could roll the die 20 times and never get a 3. However, with bad-luck protection, the die will become more and more weighted toward giving you a 3. Items My Weekly Cache gave me a Mythic 12 Titanforged item at ilvl 885. Seems incorrect.
That's correct - weekly items are guaranteed WF/TF as a baseline. M12 end-of-run is 870; 870->885 is +15, thus the TF label. (WatcherDev)
My 910 legendary neck is still a 5% dps downgrade from my 880 neck. This really is getting ridiculous. @WatcherDev
It's definitely not ideal and 7.1.5 should bring help. But a neck that's 5% worse translates to maybe an 0.2% character DPS loss. (WatcherDev)

The current SSD prices are fairly flat right now, with most SSDs under $0.50 per gigabyte when on sale.
Depending on how much you want to overclock, you may need to spend a bit more for a better CPU cooler like the NH-D15.
Unless you are doing a lot of video rendering or streaming, you do not need the 6700K and would get more performance from spending that money elsewhere.
Make sure to keep your AMD and Nvidia drivers up to date.
We’re making some significant changes to many specializations in Patch 7.1.5, and this has understandably resulted in some concern and confusion, particularly from players who may be less familiar with our PTR and development processes. So, we’d like to take a moment to explain what’s going on and how it pertains to what you’re seeing (or haven’t yet seen) on the PTR.
First, it’s important to understand the role that the PTR plays in our overall development process. At this stage, Patch 7.1.5 is still a work in progress. The PTR is only a snapshot of where we happened to be in development at the time the build was created. There are a lot of people working on WoW, and a lot of projects in various stages of completion. As a result, especially at this early stage of the PTR cycle, you’re going to see a lot of incomplete or unfinished work. Quite often, when something you see doesn’t make sense, it’s simply because we hadn’t finished making it make sense before the latest build was created.
Looking specifically at class design, the changes you’re seeing so far are focused primarily on how each spec plays in terms of mechanics, rotations, ability sets, talent options, etc. As some of these changes are fairly significant, we haven’t been making many adjustments to overall performance just yet. We need each spec to be completely functional before we can start tuning its effectiveness.
Right now, the build currently live on the 7.1.5 PTR is only about halfway through those mechanical changes. We’ve been continuing to work hard on getting those finished, and the next build should give you a clearer picture of what’s happening with your spec. We’ll try to share as much insight as we can into what we’re doing at that point.
Artifact Power Exploit Actions

In the upcoming Patch 7.1.5 (currently on the PTR for testing), you will be able to purchase ranks of Artifact Knowledge instantly for Order Resources up until a certain rank, at which point you'll have to continue with researching Artifact Knowledge as normal.
As things currently are, if you're only just starting out at 110 right now, the amount of time needed to research the lower ranks of Artifact Knowledge is already a lot shorter than the 5 days needed to research ranks at the opposite end of the spectrum.

Legendary Item Luck
I'd just like to clear up a common misconception I've seen come up a lot in of recent discussions regarding Legendaries.
Your total time /played and average item level has no bearing on your chances of obtaining a Legendary.
To be a little more specific:
Player A and Player B could both have exactly 10 days of /played at level 110 and neither of them have a Legendary yet.
Player A has spent most of that time idling in Dalaran or their Order Hall, simply kicking it by the water cooler in guild chat or trade chat. Beyond doing their daily Emissary Cache and a Mythic Dungeon here or there, they don't really do that much in the way of Legendary-eligible content. Now, Player A could get very lucky with their next Emissary Cache and get a Legendary, but they'd be a statistical outlier in this scenario.
Player B, on the other hand, has spent the majority of their time doing Legendary-eligible content. They do their daily Emissary Cache, clear Emerald Nightmare each week, do a Random Legion Heroic Dungeon regularly and participate in a lot of Mythic/Mythic Keystone dungeon runs to help out their friends etc.
At this point in time Player B's chance of getting a Legendary will be much higher than that of Player A. As Player B has participated in far more Legendary-eligible content, their bad luck protection will be ramping up and increasing their chances of a getting a Legendary from their next run of Legendary-eligible content. Hence the saying "if you do the content, the Legendaries will come."
Then player A gets BiS legendaries, while Player B gets the !@#$ tier legendaries that are totally useless. Fast forward some time, Player A and Player B both try to get the same spot in a raid. Of course, player A gets picked because he has better legendaries that actually increase his performance.
Well in this scenario as Player B has been helping their guild out more than Player A has, I think most communal focused guilds would prefer to give the spot to someone like Player B who is actually contributing to helping the guild, rather than the person who got lucky and is simply there for the ride.
Also as Player B has spent more time doing current content than Player A, they will arguably know how to adapt and adjust to situations (like where they can squeeze out more DPS for example) more readily than Player A will.
There are plenty of groups and guilds clearing Normal and Heroic Emerald Nightmare & Trial of Valor with most of their roster not even having a BiS Legendary. A Legendary should not going to be the sole determining factor in whether or not a coordinated group is going to beat an encounter. Sure, the Legendary might bring enhancements or utility that may make the process smoother, but they're not a through-and-through substitute for skill and execution.
Only, many of us are doing the content but still aren't getting any or just getting bad once that we'll never use.
The system is still the worst idea you ever had and it's completely ruining the experience the game is supposed to deliver. It's no longer fun! Playing the game is NOT fun. Do you not see this?
The legendary system at it's best provides a sense of relief if you manage to get two good ones but at it's worst it just makes you furstrated, angryand disapointed.
That is NOT a good system. Let us target the items that are quickly becoming mandatory (if they aren't already) like you said would be possible.
That small change would make the expantion way better in every way. As it stands now, Legion is by far the worst expantion to date simply becuase of this legendary system.
How do you not see this Blizzard? Why aren't you listening to feedback?
