Dev Interview - Hellfire Citadel the Final Raid of Warlords of Draenor MamyTwink had the opportunity to talk to Cory Stockton (@mumper) recently. We have recapped the more interesting parts below, but watch the full thing for more context!
Expansions and Raids
Hellfire Citadel is currently planned to be the last raid of the expansion.
It wraps up things and it is hard to beat Archimonde as a final boss.
Players saw Tanaan Jungle at the start of the expansion and are wrapping back around to it now.
Anything can happen between now and whatever the team does next, but Hellfire Citadel is the pinnacle of where players are getting to.
There isn't anything to announce about future patches, but part of that comes down to how Patch 6.2 plays out. How far players progress in Hellfire Citadel and Tanaan Jungle will give the team an idea of how long the content will last.
Some expansions had four big patches, some had three, Warlords had two big patches with Patch 6.1 and 6.2. As the team gets closer to hitting the goal of a small gap between expansions there will be less large patches in each expansion.
The team isn't happy with players having to wait a year for new content.
Long waits aren't something they ever want to do, but the team was working on the new expansion and they weren't going to release it until it is at the right quality level. That isn't an excuse for the long wait, but it is better to wait two more months to have a great expansion rather than releasing it earlier and ending up with many issues.
Farahlon was a cool idea, but it didn't really fit into the story being told.
Tol Barad didn't make it in the game until Cataclysm, but the team was talking about adding it during Wrath of the Lich King. It just didn't fit the story until then.
The Mage Tower has felt underpowered for a long time. The power it offers in terms of completing naval missions may not be exactly where they want it yet.
Similar to Battle Pets, followers don't need more levels. Followers are content themselves, so more content is added by adding more followers and missions rather than requiring more upgrades.
Overall, the team is happy with garrisons. There are things that they would have done differently though.
Moving forward they will look at the parts of the garrison system that worked well to see how they can offer new gameplay that is exciting.
Building a building, assigning a follower to the building, and sending followers on missions felt new and fresh, but in the end players figured out how to optimize it.
The team wants to continue to engage players in new ways, so not every part of garrisons will move forward, but the things that players really liked might.
The team is currently making legendary items that everyone has access to, but that doesn't mean they will never go back to the old model for specific classes. They are just trying something different for now.
The concept right now is to have an item that is updated with every patch and then reward something really good at the end of the expansion. Earning it requires playing through all of the content in an expansion.
Earning the legendary item right now feels good, but it doesn't have the same feeling as the old legendary items.
The journey of earning the legendary item is on each character, so making the item account bound rather than character bound is unlikely.
Raids are not tuned around everyone having the legendary ring. The team can estimate how many people will have the ring on average when the raid comes out and then tune the raid around that. If the tuning is off, it can be hotfixed right away.
The WoW Token has worked out well. It lets players with extra gold safely buy game time for gold and players with extra money but no time safely purchase gold from other players.
Mythic dungeons need a little bit of tuning, but overall the tuning is sufficiently challenging.
Completing 5 Timewalking Dungeons could give players a Normal difficulty cache in the future in addition to the extra Bonus Roll.
The team would love to do more things with Gul'dan in the future.

Patch 6.2 Hotfixes - July 1
The Naval Mission hotfixes are live on WoWDB. A few aren't in the notes:
A Grom’kar Deadeye in Fang’rila who was respawning too fast has been taught to chill out for a while after being killed.
The bonus roll option for Supreme Lord Kazzak now resets weekly.
Fixed a bug that was preventing players from looting both Soulslicer and The Blackfang on the same day.
Call to Arms NPCs no longer taunt bosses such as Supreme Lord Kazzak. They still have and use Taunt on other types of creatures.
Fixed an issue where mail with attachments could not be returned to original sender.
Fixed an issue where in-game mail from Blizzard Customer Support could not be deleted.
Attempting to apply Naval Equipment to a Ship (e.g. Felsmoke Launcher) will now display a blue outline around valid slots where the equipment can be applied.
Fixed an issue that would cause the Adventure Journal to display alerts too frequently.
Fixed an issue where some items that cost Alternate Currency (Mogu Rune of Fate, Ironpaw Token, etc) could not be purchased from vendors.
Fixed an issue for Mac users where in-game resolution would not be saved properly when switching between Fullscreen and Windowed mode.

Flying Patch Delay I agree with OP flying is just flipping a switch. all the BS about this and that is just them stretching out the fact they don't want people flying around tannan and just blowing thru the content in 24 hours.
It's a compelling narrative for the cynical among us, but it's simply not true. We gain nothing by trying to be intentionally deceptive in the way we design and release content. I wish more people could understand that, even when they disagree with some of our design decisions.
think of it like the Belf and goat zones. you can fly in BC but sot these areas because the building don't have finished tops. in WoD all the building are finished and the feather shoots you up max height before starting the fall. its not exactly flying but it shows that everything is finished. also its not like the land is coded in a different way from the rest of the game that would make flying difficult.
That doesn't mean every inch of the terrain is bug free and there are no invisible walls in certain locations. People who have gotten really creative with the feather and glider can attest to this. While Draenor wasn't built with 2D backdrops and such for buildings, the way some areas in vanilla WoW were built, that doesn't mean a simple toggle will allow everyone to fly anywhere they want without running into any issues.
We weren't sure at the outset of designing Draenor whether or not flying would be enabled at some point, but that doesn't mean every art and design team ensured from day one that every bit of the world was designed with flying in mind. WoW is a very big game with a lot of programming under the hood. Changes need to be made and testing needs to be done before characters are able to explore everywhere from the skies.
Any small bug or environment quirk could lead to any number of issues that we want to make sure are addressed before we flip "the toggle." In other words, there is no toggle.
I imagine its not so much unlocking flight for that character as much as it is coding it to unlock for all of your 90+ characters on your account and making sure that aspect works correctly that's cause them to delay it to a patch after 6.2 rather than in it.

Salty Crew - Garrison Ability
The Salty Crew ship modifier was tested in the public test realm, but was not added to the game with patch 6.2.
Naval Mission Changes
We didn't nerf the building. Its effectiveness remains unchanged. We DID nerf many of the naval mission times and buffed the rewards.
All of this should be relatively good news as far as shipyards are concerned.
What about instances of the Mission Completion Orders drastically increasing the time to complete existing naval missions? I applied a few completion orders about an hour ago, and they added anywhere between 5 and 18 hours to the missions they were used on.
Normally I wouldn't be fussing about something like this, but this pushes back my ability to continue the Legendary quest chain by another day.
For anyone who wasted Mission Completion Orders while this hotfix was applied, wherein the order didn't work as intended by instantly completing the mission, you can contact Customer Support and request a refund of the item.
So. The fix doesn't seem to affect missions already in progress which means the better part of my fleet will still be gone for three days.
That's something we couldn't really make happen via hotfix for in-progress missions. Sorry.
Edit: However, any gold and Apexis Crystal rewards for those in-progress missions should properly be increased when the missions are completed.
And how do I go about doing that? Call them? Send an in-game ticket?
Yea, open up an in-game ticket and let them know that your Mission Completion Order didn't work as a result of the hotfix to naval missions today, and that you were instructed by a community manager on the forums to request to have that item restored for you.
This added the original duration of a mission to my remaining time. A two day mission with 11 hours left, now has 2 days and 11 hours remaining. Thanks.
It's absolutely an unfortunate bug that came out of applying this hotfix, and for that we apologize. Going forward though this change will be very helpful.
This is nice but the issue isn't really the item itself. It is the time lost. Unless the item is refunded almost immediately (opening a ticket will probably take longer than the mission anyway) and will work on the affected missions it doesn't really help anything. You are still out 2-3 days on your ships because of this bug.
I've been told Customer Support is unable to reset the mission for you. Getting the item back to use again on another mission still has some value. (Blue Tracker / Official Forums)
Rated Battleground Rewards
We've isolated the issue and have a working fix. However, due to the nature of the bug itself, the fix will not take effect until our next maintenance period.
To provide some additional detail on the fix: we've had to slightly restructure how the box is awarded. Once the fix is in place, you'll be automatically given a quest to win three Rated Battlegrounds when you enter one (unless you already have the quest, or have already completed it, of course).
This also has the benefit of making the process a lot more transparent to the player, so you can know for certain once the fix is live: if you're not getting the quest, it hasn't been fixed yet. You will need to make sure you have space in your quest log to receive the quest. (Blue Tracker / Official Forums)

The march down the road to BlizzCon 2015 is about to commence! Arena teams across North America can now sign up for the online North American Qualifiers and fight to become one of six teams that will continue on to the North American Regionals later this year. There, they’ll battle against one team from Latin America and one team from Australia & New Zealand to find out who’s heading to the World Championships at BlizzCon 2015.
Teams will have the opportunity to compete for their place at the NA Regionals over three online cups, produced in partnership with GCDTV:
Cup 1: July 14 – July 18 (one team qualifies)
Cup 2: July 28 – August 1 (two teams qualify)
Cup 3: August 11 – August 15 (three teams qualify)
These cups will use a single-elimination tournament structure. Matches will be best of 3 up until the semifinals, which will be best of 5, with a best of 7 series at the finals. Because of this, we highly encourage teams to make use of the 4-player team roster we’re allowing in this year’s tournament, to allow for some extra flexibility in their team’s class composition.
Brackets will be seeded according to the average Arena Ladder rating (CR) of the three highest-rated players on the team’s roster. Teams who qualify for the North American Regionals will not be allowed to compete again in the online NA Qualifiers. Teams who do not qualify may continue to compete in any remaining cups.
We’ll have more details on these qualifier cups—including when you’ll be able to watch the action live on Twitch.tv/WoW—in the coming weeks.
Below, you’ll find links to everything you need to know to compete, including official rules and sign-up instructions, so please read everything carefully before you get started.

Patch 6.2 - Hunter's Seeking Crystal
The devs confirmed that some improvements are coming to the seeking crystals and that the cooldown when you aren't near a rare spawn is intended.
Players should no longer receive zone-wide yells from enemies who are very far away or aren’t available.
Players who are hated by the Steamwheedle Cartel factions are no longer attacked by Goblin Sailors in the Shipyard.
It is no longer possible for players to bring Helix Gearbreaker outside of Deadmines.
Deathtalon will no longer evade when pulled on his pillar.
Alliance players who created a Shipyard first are now able to complete the quests to unlock their Fishing Shack.
Interacting with the Hero's Call Board or the Warchief's Command Board once again brings up the command board interface rather than the Adventure Guide.
Warlords PvP Season 2 Begins

Before you set foot in an Arena or on a Battleground, keep in mind the following adjustments that have been made for this season:
The PvP iLevel of Honor and Conquest gear has increased.
All gear now scales up to iLvl 690.
Wild Aspirant gear is iLvl 700.
Wild Combatant gear is iLvl 715.
Wild Gladiator gear is iLvl 730.
Any PvE gear over iLvl 715 will be scaled down to iLvl 715.
Winning Rated Battlegrounds and completing the weekly Ashran Dominance quest now awards you a random piece of PvP iLvl 730 Conquest gear.

Ashran Queue Times

Kazzak Bonus Rolls Just killed Kazzak. Got no loot (even gold) except the Apexis and Felblight. I couldn't use a bonus roll, and my raid lockouts have me saved to him. What just happened?

Random Battleground Strongboxes
The intention, as Trill quoted above, is that winning three Rated BG's awards a Strongbox with a guaranteed item in it. That system is currently not working, and so the Strongboxes aren't being awarded.
We're currently chasing down what is causing the issue, so we can fix it. Unfortunately, we will most likely not be able to retroactively award Strongboxes as part of this fix. We'll provide an update once we've traced down the issue and sorted out a fix.
After the fix can we do 3 more RBGs then and get the box then? Or are we just out of luck for the week
I can't say for absolute certain until we've tracked down exactly what's causing the issue, but we believe that will be the case, yes.

Heroes of the Storm - The Butcher Trailer
The Heroes team released a trailer for a new hero, The Butcher.
Patch 6.2 - Developer Interview Vanion had the chance to interview Ion Hazzikostas today. The more interesting points are below, but be sure to listen to the whole thing for context.
Hellfire Citadel is more linear than Blackrock Foundry, but there is still choice and variety. Once you get to the second floor, you can choose which order you want to work on the bosses before going through Mannoroth to Archimonde.
There are quests like Well of Souls that allow you to skip part of the raid after you have killed bosses a few times.
Mythic Archimonde may have some interesting, unexpected, and new things happen once he is at low health.
There is no requirement to have killed Archimonde on Heroic before entering Mythic. Restrictions like this have existed in the past, but they were easily bypassed by inviting any player who had killed the boss on Heroic.
When the team was planning Warlords, Grommash was set up as the leader of the Iron Horde and the final boss. As they told the story and started working on Hellfire Citadel, they decided it wouldn't be a satisfying direction to go in. Players had just finished a raid zone full of Orcs and had killed another Hellscream. The real evil and more interesting character is Gul'dan and the influence of the Legion.
"Is Gul'dan dead or alive?" - "That's a good question"
Once you have your legendary ring, the Crystallized Fel will drop from Archimonde on Normal or greater difficulty. This will scale up the proc and stats, allowing guilds to get slightly stronger every week.
The legendary quest previously required you to get 900 legendary quest items, which means you always got some from every boss. This time around, only 33 are required. This means you won't get one from every boss, which may not feel as great but it is tuned to be slightly faster than previous collection steps.
Most players should be able to collect all of the Tome of Chaos in a month or so.
Raid loot from Garrison missions was exciting, but it devalued participation in the actual raids and undercut the reward structure. When guilds finally moved into Mythic Blackrock Foundry later in the raiding cycle, they already had several Mythic items from garrison missions already, so it wasn't as rewarding as it should have been.
The bosses that dropped tokens in previous tiers dropped too many loot items in total, as the token items were separate from the normal loot. The team changed how the tier tokens were dropped in Patch 6.2, but by the time they realized bosses were not dropping enough tokens it was too late. It will be hotfixed for the new raid reset.
Figuring out how old style legendary items would fit into current itemization, class balance, and how the game works today is challenging. Creating a legendary weapon that only works for some classes and specs wouldn't work well.
Timewalker dungeons are tuned to be easier on purpose, but part of the problem is that classes have so many more capabilities now.
The old Shattered Halls could have a Prot Warrior tank who has no AoE threat, just tab Sundering. Situations like that made the dungeons more challenging. Most people didn't have AoE and AoE threat, so tanks couldn't hold threat on all of the mobs at the same time, making CC necessary.
Some of the Timewalking dungeons are a little bit too easy right now, such as Black Morass. Arcatraz is tuned a little bit better.
The team would like to expand Timewalking to Cataclysm dungeons, as well as expanding the number of dungeons covered by the system in Burning Crusade and Wrath of the Lich King.
Figuring out where Timewalking raids would fit in the reward structure is a big part of what it would take to add them. If you are going to form a larger group, you may as well go and raid current content. There are a lot of questions to answer, such as who is the audience, where do the rewards fit in, should you be doing this raid instead of Hellfire Citadel, and is it something you do to gear up for current raids.
If you fail a Naval Mission, the mission will still be there for you to try again.
There aren't any plans to reduce the cost of Naval Equipment right now, but the team is keeping an eye on how players are using the items.
Players want to maximize their chance of success on every mission, but the team envisioned players just countering the basic ship types and some of the threats, but not every single threat.
If players feel that 500 resources are worth it for a small boost in success chance on every mission and actually buy the equipment, adjusting the costs is possible.
The team hears the feedback from people that enjoyed solo play in Mists of Pandaria and found it lacking in Draenor.
Part of the problem is many of the rewards out in the world were moved into the garrison.
In Patch 6.2 they took steps towards fixing things by adding content to the world in Tanaan Jungle and more will be done in future content.
The team has been working on Hellfire Citadel and Tanaan Jungle since November 2014, so they were limited in how they could respond to more recent feedback.
The Patch 6.2 content was designed in the same mold as the original Warlords of Draenor content, so it feels like the team wasn't listening to feedback, even though they are.
Things that are being worked on now will be much more to players liking and the team has taken the feedback to heart.
Patch 6.2.x with flying should be on the PTR within the next couple of weeks. It should go live not months and months from now, but some number of weeks.
There are no current plans to make all of the Baleful items account wide right now, but it is something that was discussed. If you are playing in Tanaan and already well geared all of the Baleful items aren't useful for you, which doesn't feel great.

Patch 6.2 - Legendary Ring Upgrades Vanion's interview confirmed that Archimonde will drop Crystallized Fel on Normal or greater difficulty, allowing you to upgrade your ring's stats and proc to item level 795, gaining 3 item levels each time. You can only get one per week, so it will take 20 weeks to hit 795.
4-piece set bonus for Tanks now has an increased proc rate of approximately [3.67, increased by Haste] per minute (up from [1.7, increased by Haste]).
Obliterate should now correctly deal full damage against other players in PvP combat.
[Hotfix in testing]Tier-18 4-piece set bonus for Survival Hunters should now correctly trigger Shadow Nova on all targets affected by Black Arrow, not just on the primary target. Additionally, Shadow Nova should be be correctly benefitting from the Tier-18 2-piece set bonus, Black Decay.
[Requires a realm restart] Fixed several issues that made Roll and Chi Torpedo work inconsistently. The abilities should now always travel a consistent distance, be unaffected by snare effects, and reach the destination faster with increased stacking movement speed.
Fixed an issue where Surging Misthad no resource cost while Timewalking.
Killing Spree should now correctly only provide immunity to roots, snares, and knockback effects.
Vial of Red Goo should now correctly prevent players from performing actions while they're transformed.
Players on a mount using the flight master at Vol'mar or Lion's Watch to fly to the Throne of Kil'jaeden should now be correctly dismounted.
Fixed an issue where Rogue Tier-18 Normal armor set was incorrectly using the appearance of the Mythic armor set.
Fixed an issue where Draenor Siege Engines and Demolishers did not have a cooldown on their first ability.
Fixed an issue where player combat pets were not being automatically resummoned after leaving a vehicle.
Fixed an issue where abilities that trigger when a target leaves an area like Binding Shot or Ursol’s Vortex were incorrectly still triggering its effects after the ability has expired.
Fixed an issue where players were able to retain the Well-Rested buff from Leatherworking Tents while in a Raid instance.

Battleground Spec Bug queued as shadow. loaded in as shadow (or so it said in my talents) with shadowform up, but in my spellbook i only had disc spells. my bars were my shadow bars but with disc specific spells replacing where they'd usually go (so they were all over the place).
when i tried to use disc spells it said i hadn't learned them yet. i checked my mastery and that kinda confirmed i was shadow (shows in the screenshot).
Yeah, there's a bug where sometimes the game pulls outdated information about your character when you load into an Arena or Battleground. We think we've isolated what's causing it and are working on a hotfix. (Blue Tracker / Official Forums)

Few (no?) games focus purely on large raids (like WoW/Wildstar) largely because it's difficult to form social groups that size. (craig_amai)
In MMOs, solo and small-group gameplay get people into the game so that they can form those kinds of larger social groups. (craig_amai)
Any design that aims to form tight groups of 10+ is probably going to need something approachable (solo?) to start players off. (craig_amai)
Instead, that kind of boss gameplay tends to find its way into less social games, like Titan Souls (solo) or Diablo (coop). (craig_amai)
