But he has more of the flaws of his father than the strengths, so unless some life lesson happens like him dying, doubt he's gonna change.
Garrosh doesn't have the manpower or brainpower to take out the Forsaken, let alone all the undead not affiliated with Sylvanas, besides which if he were to attack the Undercity he'd have the blood elves (who, all tired, stereotyped jokes aside, aren't something to sneeze at these days) sending reinforcements.

It's because he's shown how much of a douche bag he is on multiple occasions. Even so, I do think people judge him too harshly, he can still redeem himself and probably will.
