well, I know that WoW is not that well optimized, and luckily it seems that we'll get more graphical performance on new 4.1 patch cause of full DX 11 support etc, but still I am running Assassin's Creed Brotherhood all max on 60 fps and Crysis 2 the same.
Lag may maybe influence a bit the fps, but having 15 ms stable, well, dunno
Anyway atm I lowered Shadows to good, and I get 55 FPS in crowded Orgr
Yeah and those two games don't rely on the CPU anywhere CLOSE to how much WoW relies on it. MMOs, even optimized, by design will use the CPU more than non MMOs of similar graphical quality.

Core Temp and Gpu-z checks show me that my CPU is never getting used more than 50%, and same for GPU. Shouldn't they get used for Max of their capability (so like 99%)?
Your motherboard is ancient. It probly slows everything down.

No, it's not. It's a old DDR2 memory board. It's not ment for the grafic card of that strenght. It might even burn later cause of the pressure.
It may also be that the internet connection is causeing the low FPS in crowded places.
after having lowered Multisampling from 8x to 2x, I get 90 FPS <.<
EDIT: Also reduced Antialiasing from 16x to 8x, getting 100 FPS, now

What resolution are you running at? Typically the higher resolution you run at (depending on pixel density) the lower multisampling you need). You typically leave anistrophic filtering on high, as it corrects textile distortion with textures viewed from an angle, and the higher resolution doesn't really make it become less noticable.
Have you tried deleting the WTF and Cache Folders? When I installed a new video card I got worse FPS. I did this and bam FPS went sky high. Only thing is you loose all your Setting for your Addons. There is documentation around Web about deleting these when you have Framerate and other issues.
Antialiasing and Multisampling are almost the same thing. Anisotropic filtering is the one that I use all the time that doesn't affect performance much.
