afaik most percenteges in the game is multiplied, thus it would probably be 200*1.15.

yes. it gets multiplied. they changed that for cataclysm, so that nearly everything counts multiplicatively (buffs, debuffs, talents etc)
and as its a different buff, i don't see why it should get added and not multiplied.

That's what I get for being a smartass and not knowing the healing mechanics for Baleroc. Although in my defense, I think Asrialol probably did in fact intend to say 200%*1.15.
