1. It's a bad use of English. We actually mean "I totally sympathize and feel terrible on your behalf".
2. We're one of those guilt ridden people that actually assumes part of the guilt of anything bad that happens to anyone we know. We actually sometimes feel the need to absolve ourselves of that guilt and we say sorry...even though we're not guilty of anything in reality.
