I dunno, it's really regional. I can think of some types of people and cultures (all within America) that would find that first line perfectly acceptable and be flattered, while some others would find it offensive. And the smile compliment could be considered creepy, but it depends on who it comes from. Only a few could pull such a compliment off without sounding creepy (when giving the complement to a total stranger).

Generally, you need at least a FEW lines of dialogue going before the compliment can be done without a creepy feel, in most of the US, anyway.

Of course, asking if one is 18 is pretty much ALWAYS creepy.

Yeah, i'd agree with needing some dialogue before coming out of the blue with a compliment.
