Depends.
On ICS, the webkit-based stock browser is ok, though it lacks some features and the javascript engine (Webkit's old JavaScriptCore, rather than the newer SquirrelFish, which is x86-only.) is somewhat lacking compared to Chrome's V8 and others.
On JB (at least devices that came with JB already on it, not as an update), Chrome is the stock browser and is basically everything you could want in your browser.

The Chrome browser integrates with desktop Chrome. Dolphin is the Firefox of Android, I believe its usually ranked as the fastest browser if you tweak it right. Firefox is stable, not the fastest though. The Opera app is very good if you have data issues. Haven't played with other browsers.
Anyone telling you to use any Android browser other than Dolphin is doing it wrong.
Last I checked, Chrome for Android (surprisingly) had several memory leak issues that caused it to eventually grind your phone to a halt even when it was only open in the background.
SkyFire can suck a dick and so can Opera mobile.
Dolphin works exactly like Google Chrome for Windows/OS X/Linux.
Or are suspicious of them following a little incident in 2011.
I use Firefox simply because it sinks my bookmarks and tabs from PC to phone.
