Anyone who says lore is an issue, this is how lore works, "We want to add this, but it contradicts existing lore, okay lets change it." Lore isn't written in stone, and as WoW reaches it's final form, it'll be less about lore and story telling, and more about unlimited random content, all classes will be all races, etc. They'll probably even throw in some random classes.
And for being able to mount, couldn't they just coil themselves on the saddle? much like a snake coiled on a tree branch, and i don't mean like wrapped around, I mean coiled in a circle on the surface of the saddle forming to the circumference of the seat.
Boots and pants? meh some races already don't wear boots, and helms and capes are cosmetically optional but still equipped.
We don't see necklaces, rings, or trinkets either, having pants being slightly modified or not visible at all, doesn't count naga out.
If MoP has taught me anything it's to never say never to any possibility, if Blizz wants it, they'll do it.

My fear is that Blizzard does something like Little Mermaid. When the naga leave the water, they magically get 2 legs. Yeah, they would screw up the race.
Night Elves absolutely hate ALL naga, though, don't they? Blood Elves on the other hand actually worked alongside them at one point, so I can see the naga joining the Horde.
However, I find Naga freaking amazing, so I'd like them to be playable for both sides so we can all experience the naga-ness :P
With all the armour and mount issues I can't imagine them NOT doing this. IF people could accept that there was ONE race that had a running wild thing but couldnt use any other mounts (maybe a specific flying one.. ooh or a magic that lets them swim in the air) they could be amazing! But people would be "mer mer mer.. i cant ride all my mounts on this character! why blizzard, why?".
Failing this, Was playing about with the idea while ago about how to get over technical and lore issues and this was only real idea. Lorewise by far it's best way to go and WOULDNT CHANGE/CONTRADICT anything. Would much prefer them keeping tails but cant see that happening.

Okay, finally got the updated WMV, and there is some ability to gear up Naga models in game. Helms and cloaks don't work, but all other slots do. Here's a couple shots of a male naga in warrior T5. The first is without boots, the second with.
The boot model isn't perfect, but there is a foundation for it to happen. Don't worry too much about it being on top of the pants, WMV sometimes gets it's gear layers out of order (bracers are often displayed over gloves in cloth sets). Ideally Blizz would work on these as part of creating new character models for players, bet even so, you can see here how well pant art adjusts to fit the naga.

I think the biggest obstacle with Naga is the lack of bipedalism. The serpent tail is quite iconic, but the amount of effort that would be needed to make it work suggest that it'd be easier to simply retcon some lore to make them fit.
Something like this:
When the Sundering occurred, Zin'Azshari sunk to the bottom of the maelstrom. In desperation, Azshara made a pact with the old gods to save her people and the night elves that sunk became the Naga.
However, not all the Night Elves present were Azshara's forces, and in fact a fair amount were night elves of the opposing forces. Cursed and transformed into hideous monstrosities, the Forces of the Ancients who opposed Azshara and the Burning Legion fled from the sunken city and swam towards what they sensed to be their old home in Darnassus.
Azshara had unknowingly spared her enemies from a watery grave and would not see them rise up against her. She quickly dispatched her forces after them. Many skirmishes ensued and most of the fleeing forces were slaughtered. A few gifted and resourceful naga managed to escape.
A brief respite gave them a moment to collect themselves and as they rose to the surface, night had fallen. Together, the refugee naga bowed their heads and prayed to Elune. Those who had been druids attempted to tap into their powers to heal their wounded brethren, but to no avail. Feeling shunned even by their deity, the Naga dove once more to the depths.
Eventually, Azshara's forces caught up. Not only that, but they had adapted to their aquatic form and bolstered with the forces of their new dark masters pursued the renegade naga.
For days they gave chase and the refugees had all but given up. Cursed by their enemies, forsaken by their gods, no where to hide or retreat to, many saw death as a welcome reprieve.
But a mother never truly abandons her children, and Elune had not forgotten the loyal Night Elves that sunk to the depths. The dark gods had blocked her power from reaching them, but she could still aid them. As the enemy forces drew nearer, a fleet of giant turtles swam out to meet them. The children of Tortolla were called upon by Elune to protect the fleeing Naga. A great battle took place under water as spear broke upon shell and beak cut through tendril.
In the chaos of battle, a few of turtles escorted the renegade naga away from the combat and into a deep underground cavern. An ancient temple of Tortolla lay there, sunken along with Zin'Azshari from the Sundering. It was here that the new Naga would call their home. However, it would be a one way trip. The renegades knew that any venture into the waters would alert the Azshara and her forces and that should they manage to escape to the land, they would have no where to go. With that, they entered the temple... and slept.
But their story doesn't end there. The War of the Ancients led not only to the destruction of the Well of Eternity, but also the death of the World Tree Ghanir. When the Well of Eternity was reborn, a seed from Ghanir was grown into what would become Nordrassil. Thousands of years passed and as its roots stretched deep into the Earth, Nordrassil soon found its way to the lost temple of Tortolla. The waters from the Well slowly trickled down those roots, trickled down, down, down until they dripped into the collapsed temple and on to the sleeping Naga.
For thousands of years, the renegade Naga had been bathing in the waters from the Well of Eternity. The powerful arcane magic began to break down the corruption, slowly purging their body of its curse; purifying the taint of the Old Gods. By the time of the Shattering and Deathwing's return to Azeroth, the curse had been partially cleansed from these naga, removing their tail and restoring their lower half.
As the world shook, the Naga awoke, and having seen what had become of them, regained a hope that was long lost. Their faith renewed in Elune, the renegade Naga resolved to return to their ancient home, and whether they would be welcomed or not, vowed to defend it from the oncoming disaster.
TL;DR - Renegade Naga soak in water from Well of Eternity and get partially cleansed. Mix Naga and Saurok model and present as new race for Alliance.
That's a good plot idea, and an entirely possible avenue Blizzard could take. But I would certainly feel cheated if they announced Naga as a new race, but gave us something that's not a snake.
The current character model already has a strong compliment of combat animations, and many emotes. But I would expect Blizz to rebuild the model if they did make it playable, much as they did with worgen and goblins. This would be the perfect time to add what is missing, and improve upon the model. With a major focus on mounted poses, of course.
All characters have two mounted positions: regular and reclined. The regular is for horses and the like, while reclined seems to be used only in mechanical vehicles. I'll refer again to these two pieces of art that were posted, as they are good ideas of how that could work: regular vs. reclined.
Alternately, I could see regular riding pose let part of the tail hang down the side of the mount, while reclined tightly coils the body below the waist, and bends the torso well forward to keep the head below the level of overhead rotors.
Well, I would a want a mix of the models.
The Saurok are based off of the Worgen skeleton and the Naga are fairly top heavy. Admittedly, chopping off the Naga tail and sticking Saurok legs on him would create a ridiculous disproportion. Another possible option is the Drakanoid legs, but I feel like those are both outdated graphics/animations-wise and fairly bulky.
I love the Naga model from the waste up - I dig the spines, the frills, the proportions. The shoulder look fine, and helms wouldn't really be an issue. They just need to add on some legs.
Well look at this, my little thread is two years old today, and still going.
Whatever Blizz decides to do, we can be certain they'd build a new model on par with the Pandaren.
