Cause you have to get 25 000 conquest points in the season to unlock the merchant.

there will be s13 elite gear. but it will be a cosmetic change only.(like it always was)

the plan(5.2) was to let the elite version be a upgrade in ilvl and also cost cp. that will unlock after you earned 25.000 or 27.000 cp this season. but in 5.3 they will change it to a cosmetic change only. and will probebly won't cost any cp. so what they did for now was remove the vendor to make sure no1 would spend cp on a conmetic change.
