It seems you failed to read the second half of that change, in that it will scale by level.

I doubt this will be the case. For example, procs of Dancing Steel in 5.4 will most certainly yield less STR than procs of Crusader in live, for a level 10 character. No one cries about Crusader being OP now, though. Originally Posted by Romire

This might result in making things like Berserking better again which is awesome. I loved the ability to have a constant proc rate. That or getting some healing procs on enchants will make me a happy person. I just wish we had heirlooms for all slots.
