There's a pretty profound difference between being designed to be the only representative of a class concept and an overarching theme, and being the current representative of those concepts because Blizzard hasn't gotten to it yet.
Similar on the most basic of levels. It's like saying that Paladins, Death Knights, and Warriors are thematically similar because they're warriors who can tank, wear plate armor, and can carry 2-handed weapons.Does this mean a Tech class can't exist? The engineering does what the Tinker concept did in WC3: create contraptions, create and use technology. For the same reason alchemy is the WoW representation of the Goblin alchemist.
Items or class abilities, it means nothing. Both are the exact same thing: technological items. You're constantly arguing game mechanics when the real issue for the tinker is its thematic overlap with engineering.What separates them is the fact that one is using items, while the other is using class abilities. One can't kill a porcupine in Pandaria, while the other can tank raids and heal allies. One's purpose is to build mounts and trinkets. The other's purpose is to perform a role in the trinity.
They don't do the same thing. Not even close. You can't LFG or LFR as an Engineer. You don't have talents as an Engineer. There aren't glyphs for Engineers. Engineers don't have PvP and Raid tier armor.
To top it off, Engineering can be dropped for another profession by clicking an "X" button. In order for me to drop a Tinker class, I'd have to delete an entire character and reroll.

Talents and glyphs aren't part of the lore. They're just customization options for your gameplay that, hey, engineering has customization options too!
And you don't join the LFR/LFD as a class. You join it as a player. You don't see NPC mages or warriors or paladins or whatnot being part of your group/raid when you join LFD/LFR, do you?
I can also 'drop' a class by hitting the 'delete' button, if that's what you're concerned about. I would have to level a profession just as much as I'd have to level a new character.

Cluster Rocket has a 15 second cooldown and is an AoE. The item you linked to is an item enchant that hits a single target, and has a 45 second CD.
How is that the same effect?

Well actually that's incorrect. One shoots A rocket. The other shoots a cluster of rockets.
Hence why one is called Hand-Mounted Pyro Rocket, while the other is called Cluster Rocket.
Furthermore, the Tinker ability was called Cluster Rocket, and it was an AoE damage attack. Thus the representative of Cluster Rocket in WoW is Cluster Rocket.
