Spell idea. Slow Time!

What is a spell that slowed time and everyone in the instance down by a certain %? It could be anywhere from 10-90%. It would give you better reaction time during critical moments. Lasts 5-10 secs.

I like the idea in principle, but what happens in pvp? when you use it, the other team's ui and gameplay slows down?

Also, would make some mechanics trivial, and im sure some smart boffins could use it to exploit things.

make it not usable on players

This is probably not even possible because of the engine.
Also, not very fun if you get timeslowed when you don't at all need it. (PvP)

as interesting as it sounds, it wont work, and plus I see it having the same fate as symbiosis
