This sadly is neither.
Whilst I can see where you where going, and I actually think that Frostmoune is a good template for a Tattoo, what you have here is a prime candidate for a cover up.
did you bother to check what the Tattoo artist skill is like, or check out some of their previous work on a similar subject matter. To me this looks like some $100 shit job, and with Tattoo's you get what you pay for.
