This is true. I am late night posting this, so mind isn't all there. I did give alternatives other than a lot of NPCs all fighting at once, such as carnage from previous fights, if we're arriving so late, rather than smooth land. Also, there definitely could be multiple ships moving in. While there'd be an impact on lower end systems, the new lower end is REALLY lower end, since Legion is updating the recommended specs again. If you're playing on Low, going through the NPC density of some of the leveling zones would have more a hit on your performance than the singular Broken Shore event. Jade Forest intro into Pandaria had more going on NPC wise.
Not saying people need to improve their computers all the time, but it slows down game development when they have to continue designing around REALLY low end PCs. What was high-end for WoW's launch isn't going to do as well now, and what was medium to low end for Vanilla WoW isn't really usable with WoW today. It's the sad truth of hardware needs.
Either way, they could have more NPCs at the start, and, well, not SPAWN the Fel City NPCs in until you get that cutscene after the initial landing. That way, you're not overpopulating the player's rig with too many NPC to render.
