Tier 19, artifacts and possibly 3 tiers of raid content in legion

The other day i noticed that most of the tier 19 sets are inspired in some way, shape or form by one of the 3 possible artifacts for each class gets in legion, could this be a hint of possibly 3 tiers of raids come legion or is it just a one time thing from blizzards art department

Death knight is inspired by arthas and the Blades of the Fallen Prince
Demon Hunter, not 100% sure about them
Druid, Scythe of Elune
Hunter, Thas'dorah, Legacy of the Windrunners
Mage, Felo' melorn
Monk, not 100% sure about them either
Paladin, Ashbringer
Priest, Light's Wrath
Rogues, could be all 3 but my bet would be The Kingslayers
Shaman, Doomhammer
Warlock, Scepter of Sargeras
Warrior, Scale of the Earth-Warder

I heard their may only be two tier sets in Legion. 19 and 20.

They said the lesser amount of patches was a bad idea, but I am of mind they actually wrote themselves into a corner and there was no story for a midtier, a midtier may have done a lot to "save" wod

If they had the forethought they could've easily made a tier based on the infinite dragonflight going ballistic. So much wasted potential.

I was under the impression the infinite dragonflight died with murzond, but i may be wrong, would be cool though, wasted potential, blizzard themesong for content :P
