I think both time effort or challenges should give the best rewards. Which seems to happen in legion with legendaries.

if you play your preferred gamestyle daily and for weeks, you should get a proper reward for doing so.

I dont think the highest level of organization should give the best reward, as like in WoW currently.

Kay, so you didn't get the same reward if you played a lower level difficulty, since the reward was reaching the next level, which in the lower difficulties still had goombas..
