The OP's idea is kinda cool but I think Blizzard wouldn't do it mostly due to the gambling issue. It just wouldn't work due to how other countries view gambling. It's not really Blizzard's fault, they just know the rules/laws about other nations.

Sadly as you can see in this thread that concept is completely lost on some people. More of what people wanting something completely over shadowing their ability to see things from a different point of view or understand why people don't agree. Then again people don't seem to understand what gambling is or isn't so many are missing the point entirely.

If people are stupid enough to put all of their hard earned cash on a random number in a casino, well, they deserve to lose every single penny of it. I went to a casino once. One fucking time. I put aside for this "occasion" $100 because I was like fuck that I wanna play. Nothing more. $100 bucks. Of course I lost it all. But I wasn't that stupid to buy more tokens. I said enough is enough.
And yes. It's a fucking video game. If you happen to lose all your gold, who cares? It's not $$.

I don't think the game needs any more stupid mini games at this point, we need proper content.
The way to get around the gambling issue is to make it like the Darkmoon Faire, but with different minigames and unique rewards. You do dailies, quests, and other activities to get a specific currency type to only spend on the vendors there. That way, it's less "adult gambling" and more "Chuck-E-Cheese's" - which we all know is just child gambling that people see as less-than-threatening.
There could definitely be room for different activities in the Undermine and minigames they couldn't currently have at the Darkmoon Faire. Bumper Cars, where you have to knock out (or, as Goblins would have it, explode) several other NPCs in bumper cars. There could even be a footbomb minigame inside a footbomb field. They could even have minigames gated behind what your class is, or what your professions are. Archaeology could have a scavenger hunt that could have random items and random locations every time. Hunters could have an actual moving shooting gallery, using the in-game engineering/goblin/lovely dummies. Engineering could have a building minigame, where you have to put parts together in a certain time limit. Tailoring could have a magic carpet ride race.
The way to make it less like the Darkmoon Faire is to have it open all the time, and add tons of things to collect so the content isn't eaten up too quickly. Such rewards could be mounts, pets, toys, transmog, music sheets (if they ever use a jukebox again), special recipes/patterns/plans for fun items to craft, etc. Of course, they could have a special pet tournament there, as well.
I'd love to see something like this implemented, because we rarely see the ridiculous side of Goblin society. Gallywix supposedly has a zepplin with a pudding slide, yet it's only mentioned in a short story. However, I would imagine they'd save that for when the world isn't in more immediate danger. They've been focusing on the fact that the Legion has been destroying everything in Azeroth for this expansion. I doubt Blizz would want to lighten things up after just the first patch. But maybe one day.
