I agree with you completely, but it doesn't make sense for money or publicity in the short term.

Underlined bit is scary. Why is it that MoP was brought out after about 9 Months of Content Drought and ended up having 4 Patches full of Hours of Content, a few of them Hundreds, if not thousands, yet in WoD it took them 14 Months and they got a mediocre product. Same thing with Legion, although, from what we can see so far, it won't be complete shit like WoD. SOMETHING happened besides that increase in Staff. Something happened and, once again, if they just spoke up things would probably be a bit more understood.

MoP had a lot of content because of the dailies and -reasons- to do dungeons.

WoD could have had a lot of content had it had rewarding dailies (read: apexis areas) and rewarding reps and rewarding/reasons to do dungeons past the first 3 weeks. Their reward structure was bad, they had content, but no reason to do it. That was WoDs flaw, a lot of stuff was also rushed.

Legion has a lot of repeatable content that has good rewards and good reasons to do it, it will have a lot to do, world quests will be a -huge- part of that.

And rather than dailies, it's just world quests which are better.

They're probably not finished. Tier sets are very different now from when they were first added.
