It would seem we are seeing the first scrapped idea in Legion, as compared to what they announced at Blizzcon. Namely, they said the reputation emissaries would come to your Order Hall every day to personally give you quests, whereas in alpha/beta this is done through a simple map dialogue. No interaction with NPCs, when you finish enough World Quests you get a small reward and that's it.
Not as epic as the intro suggested, eh? Anywho I thought it was worth mentioning, it seems like such a small thing to omit but it would be so much more immersive if you actually got to talk to an NPC rather than look at a chat dialogue on the map, I just don't see why they would scrap it. Maybe it just hasn't been implemented yet?
