That's not how water/steam pressure works. Yes, you can transform water into steam pressure, but you aren't burning the water in this process. You are adding heat from an external source (burning coal/wood, nuclear fission, etc.) to turn water into steam.
On the subject of Arcane, and before we know more about it, I used to think that it is a sort of magical energy conjured by the magi themselves - exclusive to the practitioners on Azeroth.
So, when I started playing in TBC and made a Draenei mage, I thought that she is converting Light to Arcane, and was fascinated by that concept!
Water, Earth, Air, Fire. Long ago, people used to believe demonic power (or warlock magics) came from the place where demons (and their demonic powers) are from (the Twisting Nether), but then....everything changed when Sean Copeland attacked...

You aren't burning the water. Heating something up isn't the same as burning. Most nuclear reactors work by heating water into steam, nothing is burning. Burning is a chemical reaction, phase change is not. Dumping water into a fire is not burning the water. Exposing water directly to a flame is not burning the water.

Now that Aquamonger knows that fire isn't heat, let's get back on topic: Volatile arcane energies are stated to be of the Nether. The Twisting Nether is stated to be a demonic realm and the energies of a demonic realm would be demonic like the realm they're in, yet volatile arcane energies--the lifeblood of a nascent titan--are not demonic somehow.

Phase changing water is not burning it.
Burning is a chemical reaction. Even if you want to go by the other definitions of burning such as the sensation of touching something hot, or a radiation burn... those are still chemical reactions.
Heat =/= burning. The visible liquid is not burning, it is phase changing.
