This way you could effectively catch up with secondary specs.

Well, it scales exponentionally after a certain point, making it more profitable to focus on your alt spec until your artifact knowledge goes up.

The post you just replied is several months old, initially the amount you could spent was determined by the knowledge level but that concept has been pretty much scrapped completely. Now there is pretty much no cap on either getting or spending artifact power and knowledge level is simply an artifact power modifier boost.
