When the prepatch goes live you can buy a token on the character you have completed CMs on to gain the transmog account wide, so yes, if you buy the token at the CM vendor your DH will have the CM transmogs aswell.

They aren't allowing character transfers live to beta yet can't can't say for sure. That said the new transmog should let you have all the weapons that character can equip, at the least (I bought all of them just in case already).

Yes. They already said these weapons will be account wide.

From a @Warcraftdevs tweet: "In #Legion you will be able to purchase a token that will unlock all Challenge Mode weapon appearances account-wide!" so yeah, no doubt about it at all.
