Eh since they haven't taken down the PTR, I can't really see them having equal chances.

That means nothing.

WoD prepatch and beta build happened at the same time, beta build was pushed first and ptr went offline a few hours after beta came up.

Though in MoP for example the announcement was a day ahead of the ptr going offline for prepatch.

You'll see on your battlenet when it says PTR legion and not ptr world of warcraft/wod.
