There is literally no way to give someone advice in-game without sounding like a twat.
The advice I usually give is simple, short-form "be sure to keep their *x* on lockdown, usually when I'm playing as a tank or support and I notice one of the enemy team is picking people off.
The only specific advice I give to other players is usually at the end of a match, and is usually for when people messed up something really badly... Like someone playing torbjorn and not knowing good places to put turrets (had a torb on defense once that kept running into the enemy team's path and trying to drop a turret in full sight of them) and other drastically apparent things like that.
But I never frame it in the form of "L2 torbjorn you dicknozzle" or anything like that. Much more like "hey, for future reference, try and put your turrets somewhere the enemy team won't be able to see and instantly destroy them"

You're missing the point. The mere fact that you see it as your job to be giving advice to others is what creates the problem. It's not in how you give it and which words you use. It's just that you give it when it's not asked for.
Giving advice is fine, when it's wanted and asked for. Giving unsolicited advice is what makes people not like you. By "you" I mean the general "you".
It's a team based game; you need to acknowledge teammates.
I don't harangue people after the match has concluded and the teams been disbanded (I don't whisper the person; I talk in team chat) and I usually don't say anything unless, as I said, they're doing something painfully inept.

Very true. It doesn't help that my favorite heroes to play are Winston and D.va, who both require more unique ways of approaching the objective than just charging in.
Really the main issues I see aren't people doing utterly stupid things but just not learning from mistakes. Whenever I see a Reinhardt charge onto the point and get killed immediately and then come back and do the exact same thing I have to wonder what they are thinking.
And for God's sake I wish people would be more aggressive. I can't tell you how many times I've jumped in as winston, killed their Mercy, and led two other people around on a wild goose chase and I look around and the rest of my team is just sitting at the choke point hiding behind the wall and taking potshots.

Just a rule for playing any online game: never give out unwarranted advice. It will never go well for you.
You may think you're being helpful, but on the receiving end you sound like a pretentious douche. It's better to just live and let live unless you really think said person will actually appreciate it for whatever reason. Worse yet, it's often the case that someone's "constructive criticism" is just a thinly veiled excuse to tell someone they're shit or doing something wrong and I can't even begin to tell you how often I've seen people give advice that was completely, utterly wrong.
In short: Keep your comments to yourself and just play the game. If someone wants advice, they'll ask for it. Otherwise just work around bad players.

sounds like an arrogant Dbag without tone. Even if the person this is targeted at did put their turret in the open, it's like a 'no shit sherlock' moment.
And I can't even say that's sad, because there's really no way to interpret tones online. When you are in a competitive environment, it gets even further skewed towards negative tone reception with no other way to tell. It's just reality of not having a real connection with someone you are partnering with.
Imagine if all business meetings were conducted with chat programs instead of phones or video conferencing. Dear god we'd have some drama.

When I do put a objection in, is when its something really stupid. e.g. the other day I had to escort the payload, and the very first four heroes up were, 2 widowmakers, 1 hanzo and a symnetra. I basically said "please, just no to all those heroes, please change" all four refused so yes, first time in overwatch I told them all to fuck off and go suck a wet donkey cunt as that would be more useful than that comp.
Being slighty cynical I stayed until the next game when we were defending. Same comp again (although atleast it was better suited for defense than offense) but I went bastion, sat in the prime spot, on 3 seconds to go I went. Oh btw, be more helpful next time, and left the game. Yup it was a dick move, but completely well deserved
