Well, it's to be expected with a new expansion on the horizon. It will pick up significantly during pre-patch and queues will be full swing come launch.
Well I remember reading that the developers have been working on new tech that allows the servers to "open up," or something (can you tell I have no idea how the tech works?). Hopefully the log-in Queue won't be too bad on release. I don't mind waiting 15-30 minutes; I just hope it doesn't get as bad as WoD release where there were 9+ hour wait times to get in.
I think it was a little of both them not being prepared and the DDoS attacks
after 5 expacs with login queues and blizzards incapability of doin it better next time, some ppl here REALLY want convince us to expect another behaviour in Legion ? REAAALLY ? i mean REAAAAAAALLY ?

Probably has something to do with the movie/upcoming expansion.
Outland is the most populated server in EU, it really means nothing if it has a queue
I was online in Warspear last night and did a /who to see 22 players online, on Tarren Mill. Towards the end of MOP Tarren Mill was loaded with players 24/7 and that was the case up until the end of 2015 ish, now it's only really busy at absolute peak hours. I bet the subscriber numbers are incredibly low at the moment, and it's Blizzards fault for letting the game sit there and rot.
