Blizzard never announces release patches when they have wiggle room. The best we can hope is the 2 week due to arena season. But look at diablo, they do seasons, they anounce season start dates, but not patch dates. could be a week before, last couple times it's been a couple days before. yeah yeah, different game blah blah, it's the same company with the same philosophies. WoW won't commit to a patch date until they are good and ready. and since july 19th is probably the earliest we have, and it can also be 26th or the 3rd of august, they have a lot of wiggle room, and so they have no need to remove that wiggle room.
The SoO prepatch wasn't confirmed until 2 or 3 days before it hit. Until then, I'd say July 19th is a pretty safe assumption for its release date.

Once that hits for the current Arena season we know pre-patch is 2-3 weeks out. They always give us a 2 weeks head up.
