    It was a promise he ran on to get elected in 2010, he then spent 5 years blaming his coalition partners for being unable to deliver and ran on it again in 2015 in order to get a majority.

    It has nothing to do with stupidity and everything to do with democracy. If people want to vote to leave, then they should be able to do just that. If they wish to vote to remain, then again, they should be able to do just that.

Italy simply does not have a strong enough economy, industry, finance, cultural and scientific innovation and a good enough government to stand alone and afford all the backslash from an exit.
