Well...there's always that Legion boost if you wanna spend it that way.

Roll a death knight and get it to 70
then roll a demon hunter and do the starting quests

To be honest, i don't see a reason why a lvl 1 can't go to New Dalaran. A Lvl 1 could also go to Shattrath, (old) Dalaran, Shrine, and possibly Stormshield (Not sure on that)

Sure can, warlock summons. You can summons a level 1 to the Garrison area. Though once they leave the party, those ravens will nom nom nom your face.
