In the Netherlands this is a pretty clear case for a penalty, simply because his arms should be next to his body. Still though, even in the Netherlands, it is often not whistled. I think it is a 50/50 decision.

you can't jump around in the penalty area with your arms in the air like that. His arm was straigth and stop the tragectory of the ball.
it was poor defending, the german defender is really the only one to be blamed for ruining the efforts of his teamate.

even unvolontary hand that stop a cross, pass or shoot in the penalty area is a penalty.
