    Not when it comes to olympics - if the country that you represent endorses winning at all costs, then everyone is expected to do it. Maybe other countries dope, maybe not - if they do the burden is on the accusers to prove it. The case against Russia was proven.

    Well, they are supposed to catch them as early as possible - but it is better to catch them late than never.
    However, the USADA is a fairly new organization and I don't see how they could have caught him before they existed. Were they supposed to use a time-machine or?
    But they could have worked better - and hopefully will in the future.

    RUSADA on the other hand (allegedly) helped athletes cheat during the last Olympics, that's why most Russian athletes are not welcome to the Olympics (and doping rules are getting stricter).
    More interestingly the use of "everyone else does it" is one of the normal Russian propaganda tactics.
