Nope, that does not state he has to be "objective" it just states that he should not be influenced by personal attachments, etc..
His moral views are still his own and he is given the power of creating legislation according to his beliefs.
Edit: just to be clear, I'm not claiming they need to be non-objective, just that being objective as a person is not a prerequisite for the system. Being unbiased is. The system itself is set up in a way as to work without assuming everyone is objective all the time.
