Terrorists, when at all organised, often double down an attacking a place or type of victim. The thinking is that it increases the value/impact of every attack. The other way of going about this type of campaign means that a target group that has been hit somehow perceives they have some breathing room after having been recently hit as it would surely be some other country/place/demographic's turn, right?
