Well. Some of the classes really did benefit a lot from the Legion redesign. But IMO Rogue - which was among those who needed it most - isn't one of them.
All I can say about Outlaw is that it's a missed opportunity. I don't really get their thinking behind the whole thing. It's actually not that different from Combat as it is now, and it's still a surprisingly mundane and outdated feeling playstyle. The biggest difference is this odd pirate theme around it, which I guess is a matter of personal taste, but really feels silly and alien to me.
Assassination is similar to live, just less interesting (Dispatch is gone, Poisons have taken a back seat). Now what was that all about?
Sub is, well ... it's OK I guess, but I wouldn't really call it better than live - it's just different - and there are definitely other melee specs that I'd much rather play.
So, all in all, I don't really know what their thinking was. For some other classes, I can clearly tell what the design intent was and in what direction they wanted to take the specs , but Rogue still seems as directionless and awkwardly conceived as before.
I'm obviously talking just about gameplay feel and mechanics, not the performance.
