Who wouldn't take a buttery smooth game over tearing and lag with that budget? We're trying to give suggestions here aren't we...
Even if he did want 144Hz he doesn't need a 1070, a 1060 is all he would need.

There is at least 1.5 month wait for GTX 1060.

could easily add up to 1.5 months. which should be in time for legion, but still.

History has shown that the x50/60 didn't have the sku shortages as the higher end as they are much easier to manufacture. But the 19 is less than a week away so we will see. AIBs have already been shown, the wait for them won't be like the 1070/1080.

Expect a good 2-3 weeks out, even if supply isn't short vendors will raise prices on any new hardware they can to make money. The OP never said he wanted to run 144HZ or 1440P but he didn't fully fill the sticky out so we don't really know what he wants, we are just throwing out ideas. His budget would support a pretty solid 144hz/1440p build and why not do it for OW where that 144hz would play a good roll?

And yeah it doesn't matter for WoW sure you aren't going to be raiding on (10 come legion) at 144FPS and at 1440P but hey you could atleast run a solid 60 fps at 1440P

Ok, I am good on the computer side, now with a 1070 I am looking over monitors, I want a 27 inch if possible but the one above Asus MG278Q just went up to 480 dollars.
Are either of these decent and will work well with the 1070?
    BenQ-XL2720Z
    ViewSonic-XG2701
I would like the monitor to be around 350$ or less
Thanks for your help so far!!

XL2720Z is good. $350 means that you would have to give up either 1440p or 144Hz. Giving up 1440p isnt an option and giving up 144Hz will hurt your Overwatch gameplay.
