That might be diffrent in other countries, but in Germany Lifeguards are rulekeepers too. We take rules very seriously
And if they have to pass the practical exam German lifeguards have to take (which I really hope they have to, because otherwise this is bloody stupid) I would feel pretty safe in the water with them around, when it comes to drowning.

Wait, your refugees can swim? Ours, in Austria are drowning during the summer season. We had easly 30 Refugees drowning in the Donau since the start of summer, which is kinda ironic.
