Compared to Nice, France and the staged Coup in Turkey this is an improvement. This is true as well. Victims of bullying are largely ignored -- or if they fight back and raise hell, then they are considered as the key troublemakers and get punished themselves or are forced to change school. Ultimately they are left alone with the feeling that there's no justice in the world.

And protecting bullies (like the pampering of criminals in general) is perfectly in line with the general "liberal" morals of today.
