It shows you the order from first to last.

Problem is picture doesn't have the Fury of the Illidari selected means can't put points into anything else cause you gonna need to put 1 point into it

You can't leave incomplete traits to progress. We need to max traits to go deeper into the tree so we don't just put 1/3 points into trash tiers to get a dragon trait. With that said that image should be pretty clear, you max the traits in the order the numbers are.
