Well, she is the most qualified. She was the Ranger-General of the High Elf forces (the highest military position) and is far older than any of the other leaders, except maybe Lor'themar, who has been around as long as her.
Who would you have picked that is more experienced and better qualified?

Someone on reddit put forward a theory that Vol'jin made her warchief because he doesn't trust her. If Sylvanas is warchief, she can no longer do shady stuff behind the scenes, because now everyone has their eyes on her.
I created an account to quote Vol'jin himself:

And I think that's all the reason we're gonna get for now. But I agree with Crysthalica to a T.
Desperate times call for desperate measures. She's not trustworthy but she is by far the most powerful and capable leader. There are no other options anyway. Thrall doesn't want to be Warchief anymore, Saurfang never seemed interested either. Baine is too young and inexperienced. Lor'themar tried to switch over to the Alliance during Mists of Pandaria, if Sylvanas can't be trusted than he is in an even worse position. The Legion's invasion is not the time to take a chance on a newbie, you go with the tactical powerhouse.

Well, being a Ranger General she is far more experienced than any other Horde leader. It actually makes me wonder why NE characters like Shandris don't have a more prominent role in Legion.

Spirits make the greatest advisors for picking Warchiefs. I mean why should Vol'jin have picked Saurfang himself when the Spirits are there.
