Is your friend going to overclock? This build needs a lot of work =)

Tell him that it's pointless. You need an overclocked i7 to unlock dual GTX 1070.

    1. If he's not gonna OC, there is no reason to get z170 motherboard over h170 or even h110, just a waste of money. When you pick a motherboard look at the ports, wi-fi/bluetooth and other options.
    2. DDR4 @ 2133MHz is virtually the same as 2666MHz in games. Also, 4x4 or 2x8 is irrelevant. And 2x8 is usually cheaper.
    3. Get an SSD, atleast 256GB.

If he wants something silent (and I advise to do so), there are some stuff we can look into:
    1. Third-party silent CPU cooler.
    2. Open-Air GPU (ASUS Strix in your case) instead of blower-style Turbo.

Not even sure a 2nd card would fit since they are pretty wide and would block all the bottom connectors and since he chose a regular ATX case might be better to just grab a normal ATX mobo.

Also don't buy a CX series PSU there are a lot better ones for around the same money, check Seasonic for example.

That's just a byproduct of a bad build, to be fixed later. We need to make up the mind of the buyer first.
