piccolo killed krillin and several others.
while vegeta didn't kill anyone during the saiyan saga he killed many during the tournament in the buu saga
buu literaly killed everyone on earth and many in the universe and iirc in the afterlife

playing with zenos is one of the hardest punishment ever because he would live in constant fear of ultimate death rather than just dying and live in the afterworld.

also I don't think black is the last villian and I hope this arc will take a while before it's finished

problem is, Black is not from their timeline so I guess he cannot just stay and being good guy in the present. we already know that playing with the time is out of question so going back and forth just to fight good Black is bad. not every villain can be redeemed(Frieza, Cell).
