Varian got a park, Vol'jin got an extra cinematic.
You can actually summon Vol'jin's memorial everywhere by going into your professions tab and using "Cooking Fire" ability.
Jokes aside, there's no reason to make a memorial for someone who's going to come back. (Loa Spirit)
It is very human to want huge memorials for their leaders. The horde does not do stuff like that. The only one to get a memorial was Grom, the orc who gave life for freedom, and his memorial was not very big.
Vol'jins troll background would not see a memorial as an honor.
May the lore be great and the stories interesting. A game without a story, is a game without a soul. Value the lore and it will reward you with fun!
Don't let yourself be satisfied with what you expect and what you seem as obvious. Ask for something good, surprising and better. Your own standards ends up being other peoples standard.

It's because their cultures and traditions surrounding death are different. Humans build statues and memorials: Varian's memorial, the Valley of Heroes, Varian's other statue in front of Stormwind Castle, Lothar's statue in Burning Steppes, etc.
The Horde does things differently, it's a much more overall tribal feel. To honor or remember someone, they name towns/outposts and or regions after them (as in the case of Orgrimmar, Thrallmar, Vol'jin's Pride, Bladefist Bay, etc), or compose songs about them. They don't build statues or memorials.
If you listen to the players: Blizz likes alliance more, nobody cares about Vol'Jin.
If you listen to lore and reality: Trolls do not honor their dead that way. The Horde as a whole do not honor their dead that way. Where's Cairne's monument? Where is Grom's monument? Orgrim's? The Horde believes in honoring their dead through ritual and spirituality, not fancy stone monuments. Trolls burn the deceased bodies so they cannot be tampered with so the spirit lives a restful life. Vol'Jin will probably return a couple times as a spirit, if not in lore at least during Lunar Festival.
That, and the park has been a requested fix by the players for a looooong time and this gave Blizz the opportunity to do so.
Let's face it. Varian's memorial is there because the players demanded the park ruins be replaced with something. Had that not been the case, the Alliance wouldn't have had monuments either. Possibly a plague added to Varian's statue, that's all.
By your logic we shouldnt talk about WoD either cause there are people who will come back after 2 years break when Legion launches. Delusional.
The events are live for 2 weeks already. Noone gives a shit if you played it already or not - its not a spoiler, and definitely its not in our business not to spoil yourself.
Gosh, who would have known there are still those people who complain about spoiling something that's been LIVE for two weeks already. Unbelievable.
And yet, the last two expansions have all been surrounding the horde.
MoP - An exploration resulting in the release of an old god, but, ended up with a raid instance at ogrimmar after a culmination of a horde rebellion storyline.
WoD - Spent entire expansion fighting an Iron Horde, Nagrand cut-scene showing stand-off between horde characters.
Legion - First cut scenes show an alliance led assault, horde players complaining that their boss didn't get an epic ending despite him doing nothing for his faction since being made war chief
Short answer, no one cares about Voljin, Thrall is an idiot, Horde have had favoritism that last 2 expansions.
There was a fancy Troll urn datamined a while ago but I dont think it was ever given a location.
I don't care really, Vol'Jin sucked and should never have been Warchief in the first place.
