Black Barracuda Pools

Been trying to fish Black Barracuda in Suramar. I have the artifact with 3/3 in Black Barracuda Angling, however I've noticed that pools are giving me multiple Silver Mackerel, and maybe a single Black Barracuda. When my artifact procs on the pools, I'll get 4-5 Silver Mackerel and 0-1 Black Barracuda.

Is this happening for people trying to fish outside of Suramar? Without the artifact?

EDIT: Just tested a few pools outside of Suramar, and it's the same deal.

All black barracuda pools seem to be bugged, get 0-1 when it procs and the rest of the contents are silver mackerel, doesn't happen with cursed queenfish.
