Anyone want to help make a build for my friend?

Hello fellow MMO-champs, I'm looking for some help with a build for my friend, any advice would be appreciated!

His max budget is 2352$ or 20 000 SEK, but it should still be bang for buck like i5 > i7. He wants to have a GTX 1080, other than that nothing is really set in stone. If any of you know how to get it cheaper than buying it here in Sweden where everything is super expensive then that'd be great too, he can order through his company if that helps.

    Added extra required info:
1440p, 27" monitor, any recommendations here would be nice too. I'm guessing TN 144hz since it's better for FPS but will it look much worse than IPS for everything else?
Will be used to play WoW at first but also Counter-Strike.
    No 3d modeling or stuff.
    Don't need OS
    Need keyboard, basic mechanical.
    Don't need mouse/speakers

    Thanks in advance!

Monitor: Dell 25" UltraSharp U2515H 3390 SEK fra Proshop
Keyboard: Mionix Zibal 60 665 SEK + Fragt fra Webhallen

Should be a total of ~19,865 SEK

Perhaps you can save on some parts if you buy from various different vendors, use Pricerunner.se

Thanks a lot for the advice, is a 620w PSU really enough though?
