But colleges having rape rates comparable to war torn parts of Africa is the truth.

That is not a source for virtually non-existent. How do I see the full study? Does it take into account guilty verdicts on false accusations? Did you read the source you linked?

When this paper says only 3% of cases should have been marked False Rapes, it doesn't mean the other 97% were Genuine Rape.

It is hard to prove rape, thus it is hard to prove a false accusation.
Well, that's the best we can do: estimate this number from various assumptions. We can't know better than police which allegations are false and which is not, and police doesn't have a 100% proof in most cases either.

I didn't, but I saw these numbers referenced by googling. To see the full study, you need access to it, which university researchers typically have.

Women can't rape because they don't have anything to penetrate with.

Well they have fingers (and toes... eww).

But you are correct that a lot of universities don't treat "made to envelop" the same way "penetration" works, and thus the statutes put men as the actors and the women as passive receivers only.

Because paranoid regressives have been left unchecked and pushed the narrative to the point where they see everyone as a potential rapist.

The relevant study you are quoting is a report from the UK justice, whatever, and it has a range, not a singular number, the range being 3-9%.
    Do note that 9%.
Hell have a look at this:
A selection of findings on the prevalence of false rape allegations. Data from Rumney (2006).
    Number False reporting rate (%)
Theilade and Thomsen (1986) 1 out of 56

    Smith (1989) 17 out of 447 3.8%
    U.S. Department of Justice (1997) n/a 8%
    Clark and Lewis (1977) 12 out of 116 10.3%
Harris and Grace (1999) 53 out of 483

25% (recorded by police as "no-crime")
    Lea et al. (2003) 42 out of 379 11%
    HMCPSI/HMIC (2002) 164 out of 1,379 11.8%
    McCahill et al. (1979) 218 out of 1,198 18.2%

When two people are completely wasted and they fuck, who is to blame? Who is the victim? Can they both get charges?

And Tongue. An erect penis isn't even a requirement for someone to be the victim of rape.

Both people obviously rape each other.
Neatly though, rape is defined as sticking a dick into a woman, So its the man.

What I see as a problem is the inconsistency being presented. If intoxication can't be grounds for consent, surely it must go both ways? So if the man is drunk he can't be held any more responsible than the woman.
