This paper seems to be more addressing the way police approach rape cases. This paper in no way is analyzing false rape in itself, but reviewing other analysis which tend to be very vague in many cases and pointing out issues with how some cases were handled. When this paper says only 3% of cases should have been marked False Rapes, it doesn't mean the other 97% were Genuine Rape.

It is hard to prove rape, thus it is hard to prove a false accusation.

Well, that's the best we can do: estimate this number from various assumptions. We can't know better than police which allegations are false and which is not, and police doesn't have a 100% proof in most cases either.

The relevant study you are quoting is a report from the UK justice, whatever, and it has a range, not a singular number, the range being 3-9%.

What I see as a problem is the inconsistency being presented. If intoxication can't be grounds for consent, surely it must go both ways? So if the man is drunk he can't be held any more responsible than the woman.
