Because the intended targets of the law can be quite wealthy and often have vast sums of liquid cash available to them. Since a dollar bill doesn't have anyone's name written on it nor is it coded to one specific person it is for all intents and purposes the property of whomever's hands the police find it in. This makes it fairly easy for the people with this money to get out of jail on bail fairly quickly. By seizing those assets, the idea is that they temporarily become the property of the State and thus preventing access to those assets, potentially gained through the criminal activity the suspect was arrested for.
It's not a bad law, save for the age-old problem that when people get their hands on other people's money, they tend to spend it and not give two shits about the people they got it from, makes it worse when those people are agents of the State. Once again, the flaw in government is the people in it.
